Thank you for your interest in local child care and development planning in Alpine County.
In 1997, California State Assembly Bill 1542 established the California Work Opportunity and Responsibility to Kids program (CalWORKS). Language in the bill revised Education Code 8499.3 and 8499.5 pertaining to planning councils. A local child care planning council was to be established for each of the 58 counties in California to access and prioritize their community’s child care and development needs.
Local Child Care and Development Planning Councils (LPCs) support the overall coordination of child care services in their respective counties.
The primary mission of LPCs is to plan for child care and development services based on the needs of families in the local community. LPCs are intended to serve as a forum to address the child care needs of all families in the community for all types of child care, both subsidized and non-subsidized.
LPCs responsibilities include, but are not limited to the following:
- Conduct a periodic assessment of child care needs in the county no less than once every five years
- Prepare/maintain local comprehensive countywide child care plans designed to mobilize public and private resources to address identified needs
- Advise the California Department of Education on local priorities
- Foster partnerships with local providers, state and local children and family commissions, human service agencies, job training programs, employers, parent organizations, family empowerment centers, local child care resource and referral programs and other interested parties.
Alpine County Child Care Planning Council (ACCCPC) shall consist of members from five categories: consumers, child care providers, public agency representatives, community representatives, and discretionary appointees.

ACCCPC meets quarterly.
